St. Petersburg Master Plan envisages that the East-West Highway together with the Western High Speed Diameter (WHSD) and the Ring Road will form the network of urban highways. The highway is designed to ensure a new transport link between the city centre and outskirts. WHSD and the East-West Highway will create a bypass diverting transit traffic from the centre of St. Petersburg to the network of highways and throughfares.
